1. Introduction
genZbihar.com is a community platform created by Gen Z Bihar to give young people connected to Bihar a place to share their voices, experiences, ideas, photographs, achievements and perspectives.
Because genZbihar.com is built around user-generated content, maintaining a safe, respectful and constructive community requires active moderation.
This Content & Moderation Policy explains:
- What happens when users submit content
- How content may be reviewed
- How users can report content
- How Gen Z Bihar may respond to violations
- When content may be removed or restricted
- How accounts may be restricted or suspended
- How users can request a review
- How serious or urgent matters may be handled
This policy should be read together with our:
- Terms of Use
- Community Guidelines
- Privacy Policy
2. Our Moderation Philosophy
Our goal is not to remove opinions simply because they are unpopular, controversial or critical.
genZbihar.com exists so that Bihar’s Gen Z can speak.
We want users to be able to:
- Question institutions
- Criticize policies
- Discuss politics
- Talk about social problems
- Share personal experiences
- Challenge popular opinions
- Discuss controversial issues
- Celebrate achievements
- Suggest solutions
At the same time, freedom of expression does not mean that everything can be posted without limits.
We may take action against content or behaviour involving:
- Harassment
- Hate
- Threats
- Privacy violations
- Fraud
- Spam
- Impersonation
- Malicious activity
- Serious misinformation
- Copyright violations
- Sexual exploitation
- Other prohibited or unlawful content
Our aim is to find the right balance between freedom of expression and community safety.
3. What Is Moderation?
Moderation is the process through which Gen Z Bihar reviews and responds to content or behaviour that may violate our policies.
Moderation may involve:
- Reviewing a post
- Reviewing an image
- Reviewing a profile
- Reviewing a report
- Requesting additional information
- Adding restrictions
- Removing content
- Issuing a warning
- Temporarily restricting an account
- Suspending an account
- Permanently terminating an account
- Referring serious matters to appropriate authorities where required or appropriate
4. How Content Is Reviewed
Content on genZbihar.com may be reviewed through a combination of:
User Reports
Members can report content they believe violates our policies.
Automated or Technical Detection
Where appropriate, we may use technical tools or third-party services to identify:
- Spam
- Malicious links
- Automated abuse
- Suspicious activity
- Other potential violations
Automated systems may assist moderation but do not necessarily determine the final outcome in every case.
Manual Review
Gen Z Bihar may manually review content when:
- A report is received
- A security concern is detected
- A serious policy violation is suspected
- Content receives significant attention
- A user appeals a moderation decision
- Additional context is required
Administrative Review
Certain serious or complex matters may be reviewed by a senior administrator or designated moderation decision-maker.
5. Not Every Post Is Pre-Approved
genZbihar.com may allow users to submit content without prior manual approval.
This means that content may become visible before it is reviewed.
If content violates our policies, it may subsequently be:
- Edited
- Restricted
- Unpublished
- Removed
Users should therefore report problematic content rather than assuming that its presence means Gen Z Bihar endorses it.
6. What We May Moderate
Moderation may apply to:
- Posts
- Images
- Comments
- User profiles
- Usernames
- Profile photographs
- Links
- Messages, where applicable
- Repeated patterns of behaviour
- Other material submitted through genZbihar.com
We may also consider behaviour occurring outside a particular post where it directly relates to abuse of genZbihar.com, such as attempts to evade account restrictions or coordinated manipulation of the platform.
7. Categories of Content That May Be Removed
7.1 Hate or Discriminatory Content

We may remove content involving:
- Targeted harassment
- Repeated unwanted abuse
- Threats
- Intimidation

Repeated infringement may result in account restrictions or termination.
We encourage creators to publish their own original work or material they have permission to use.
18. Misleading or Fabricated Content
genZbihar.com is not intended to be a fact-checking organisation.
We therefore do not remove content simply because someone disagrees with it or believes it is wrong.
However, we may take action against content that is:
- Deliberately fabricated
- Fraudulent
- Deceptively manipulated
- Presented as authentic when it is not
- Likely to cause significant harm
- Used to impersonate real people or institutions
Context and intent may be considered.
19. Political Content
Political content is allowed on genZbihar.com.
This includes:
- Political opinions

Political content may be moderated when it crosses into prohibited behaviour such as:

We do not remove political opinions merely because they criticize a political party, politician or government.
20. Allegations Against Individuals or Organisations
Users may raise concerns about institutions, organisations and public issues.
However, serious allegations involving identifiable people may receive additional scrutiny.
We may consider:
- Whether the post describes personal experience
- Whether supporting information is provided
- Whether the claim is presented as fact or opinion
- Whether the allegation could cause significant harm
- Whether the person is identifiable
- Whether the content contains private information
- Whether the user has a legitimate basis for the claim
We may request clarification or additional information.
We may remove or restrict content where appropriate.
21. Images and Manipulated Media
Images may be removed where they:
- Violate someone’s privacy
- Contain prohibited material
- Infringe copyright
- Are used for harassment
- Are deceptively manipulated
- Falsely portray a real event or person in a harmful manner
AI-generated or heavily manipulated material may be subject to additional restrictions where it is used deceptively.
22. Content Involving Minors
Because genZbihar.com is intended for users aged 18 and above at launch, accounts should not be created by users below the applicable minimum age.
Content involving minors must receive particular care.
We may remove content that:
- Exploits a minor
- Sexualizes a minor
- Exposes a minor’s sensitive information
- Places a minor at significant risk
- Uses a minor’s image in an abusive or exploitative manner
23. Reporting Content
Every member of the community plays a role in keeping genZbihar.com healthy.
If you see something that appears to violate our policies, report it.
A report should ideally identify:
- The relevant post or profile
- The reason for the report
- The specific part of the content that concerns you
- Any relevant context
Reports should be made in good faith.
24. False or Abusive Reports
Reporting tools must not be used to silence people simply because you disagree with them.
We may take action against users who:
- Repeatedly submit knowingly false reports
- Coordinate fraudulent reports
- Abuse the reporting system
- Attempt to manipulate moderation decisions
A report being rejected does not automatically mean the report was abusive.
25. What Happens After a Report?
A typical moderation process may look like this:
Report submitted
↓
Initial review
↓
Does the content appear to violate a policy?
↓
If NO
The content may remain available.
↓
If YES
The content may be:
- Removed
- Restricted
- Edited for formatting where appropriate
- Accompanied by a warning
- Subject to account-level action
↓
User may request review where applicable
↓
Final moderation decision
This process may vary depending on the seriousness and urgency of the situation.
26. We Don’t Guarantee Immediate Review
We aim to review reports within a reasonable timeframe.
However, response times may vary depending on:
- Number of reports
- Severity of the issue
- Availability of moderators
- Technical circumstances
- Complexity of the case
- Legal requirements
Urgent safety issues may receive priority.
27. Moderation Actions
Depending on the circumstances, we may take one or more of the following actions.
Level 1 — No Action
The content does not violate our policies.
Level 2 — Guidance
We may contact the user and explain the relevant rule.
Level 3 — Warning
The user may receive a formal warning.
Level 4 — Content Removal
The relevant content may be removed.
Level 5 — Feature Restriction
The user may temporarily lose access to certain features.
For example:
- Posting
- Commenting
- Image uploads
- Community interactions
Level 6 — Temporary Suspension
The account may be temporarily suspended.
Level 7 — Permanent Termination
The account may be permanently terminated for serious or repeated violations.
28. We Don’t Use a Mechanical “Three Strikes” Rule
We may consider a user’s previous violations, but we do not necessarily follow a fixed number of warnings before taking action.
A minor first-time violation may result in a warning.
A serious violation may result in immediate suspension or termination.
For example, we may respond much more strongly to:
- A credible threat
- Sexual exploitation
- Serious doxxing
- Fraud
- Malicious hacking activity
than to a minor instance of spam.
Severity matters.
29. Account-Level Enforcement
Moderation does not always apply only to individual posts.
Where appropriate, we may consider the overall behaviour of an account.
For example, an account may face stronger action when it:
- Repeatedly violates the guidelines
- Creates multiple accounts to evade restrictions
- Coordinates harassment
- Repeatedly posts prohibited content
- Uses bots or automation abusively
- Engages in fraud
- Attempts to compromise the Website
30. Appeals and Review
We understand that moderation decisions can sometimes be wrong.
If your content is removed or your account is restricted, you may request a review where an appeal mechanism is available.
Your appeal should include:
- Username
- Relevant post or content
- Action taken
- Why you believe the decision was incorrect
- Relevant context
We will review the matter where reasonably possible.
An appeal does not guarantee that the original decision will be reversed.
31. What Happens to Removed Content?
When content is removed from public view, it may remain temporarily in technical systems such as:
- Backups
- Security logs
- Moderation records
- Technical caches
This may be necessary for security, legal compliance, dispute resolution or system administration.
Our handling of personal information is governed by our Privacy Policy.
32. Preservation of Information
In certain circumstances, Gen Z Bihar may preserve relevant information for a reasonable period where necessary for:
- Security investigations
- Fraud prevention
- Legal compliance
- Dispute resolution
- Investigation of serious violations
- Responding to lawful requests
Such information will be handled in accordance with applicable law and our Privacy Policy.
33. Emergency Situations
If we become aware of content indicating an immediate and serious risk to someone’s safety, we may take urgent action.
Depending on the circumstances, this may include:
- Removing or restricting content
- Restricting an account
- Preserving relevant information
- Contacting appropriate services or authorities where legally required or appropriate
We may not always be able to notify a user before taking emergency action.
34. Legal Requests
Gen Z Bihar may cooperate with valid legal processes and lawful requests from appropriate authorities in accordance with applicable law.
This may include requests relating to:
- Criminal investigations
- Court proceedings
- Cybersecurity incidents
- Fraud
- Serious threats
- Other matters where disclosure is legally required
We will handle such requests in accordance with applicable law and our Privacy Policy.
35. Moderation and Freedom of Expression
We recognise that moderation involves difficult judgments.
Our goal is not to create a community where everyone agrees.
In fact, disagreement is part of the point.
We want genZbihar.com to allow:
“I strongly disagree with you.”
We do not want it to become:
“You deserve to be attacked because you disagree with me.”
The distinction between strong disagreement and harmful conduct is central to our moderation approach.
36. Moderator Discretion
Not every situation can be anticipated in a written policy.
Gen Z Bihar may use reasonable discretion when applying these guidelines, taking into account:
- Context
- Severity
- Intent
- Potential harm
- Public interest
- Previous behaviour
- Applicable law
- Safety considerations
This does not mean that moderation decisions are arbitrary.
Our aim is to apply these policies consistently while recognising that different situations may require different responses.
37. Policy Updates
We may update this Content & Moderation Policy as genZbihar.com grows.
Changes may be made because of:
- New Website features
- New types of community behaviour
- Changes in technology
- Changes in applicable law
- Lessons from moderation experience
- Changes to our community standards
The Last Updated date at the top of this document will indicate when it was last revised.
